In a September 19, 2019 news release, Dominion Energy announced plans to seek approval for the largest offshore wind development in the United States. The 2,640 MW offshore wind development is to be located 27 miles off the coast of Virginia Beach, in the 112,800 acres Dominion Energy currently is leasing from the Bureau of Ocean Energy Management. Dominion plans to construct the project in three phases, with each phase totaling 880 MW. The first phase is expected to be complete by 2024, with the second and third phases coming online in 2025 and 2026, respectively. The announcement comes after Virginia Governor Ralph Northam recently signed an executive order calling for Virginia’s electricity to be 100% carbon-free by 2050, with an intermediate goal of 30% renewable by 2030.
Dominion filed an application with PJM to connect the proposed 220 wind turbines to the transmission grid. Dominion says that when all three phases are complete, the project will generate enough electricity to power 650,000 homes during peak wind. The cost of the project is expected to be $7.8 billion and would be paid by Virginia ratepayers through their utility bills. Dominion is currently building a two-turbine demonstration project for $300 million, which they anticipate will help get the larger project going.
